Applying for recognition of foreign professional qualifications in Switzerland

Which authority is competent, which legal regime applies, and which evidence belongs in the application dossier?

Start with the profession and intended activity

Switzerland does not operate a single recognition procedure for all foreign qualifications. The first legal question is whether the intended activity is regulated and, if so, which authority has responsibility for the applicable qualification or professional licence. For some unregulated occupations, formal professional recognition is not required; an academic level assessment is a different process.

The official Swiss portal recognition.swiss provides an initial authority and profession search. The Swiss State Secretariat for Education, Research and Innovation (SERI/SBFI) also confirms that the competent recognition body varies by profession (SERI guidance).

Establish the applicable recognition regime

For relevant EU/EFTA situations, the Agreement on the Free Movement of Persons, Annex III, and, insofar as incorporated and adapted, Directive 2005/36/EC may govern the recognition route. Other national, federal, cantonal or sectoral rules may apply in different situations. A claim of automatic recognition should never be made without checking its actual legal conditions.

Directive 2005/36/EC, Article 4(1), addresses access to the same profession in the host state where the legally defined conditions are fulfilled. Article 13 sets out conditions for recognition under the general system; Article 14 addresses certain compensation measures. The actual legal framework must be established before relying on these provisions.

Prepare the individual dossier

  • Identify the relevant professional activity, qualification and state of training.
  • Check the reference qualification and authority competent to decide.
  • Obtain formal diploma evidence, course descriptions and other qualifications genuinely required by the competent regime.
  • Document professional experience and relevant additional training where legally relevant.
  • Check the authority's submission format, translations, certification and procedural deadlines.
  • Distinguish recognition of qualifications from subsequent professional-practice authorisation.

What happens after submitting?

The authority may request further information, issue a recognition decision, or, where legally permissible, impose proportionate compensation requirements. Any adverse decision should be analysed with reference to the operative part, the reasons, the appeal instructions and the specific legal framework. A contact enquiry with this website does not replace an application to the authority.
